There is certainly no definite answer to this as there is two books that claim this title. Both "The Bible" and "Quotations from Chairman Mao" both claim to have published over 1 billion copies and more.

The Bible is believed to have sold more copies so I imagine that would be considered the best selling book in history, although "Quotations from Chairman Mao" claims to have published more books than "The Bible", it is not believed that more copies were bought.
