I am not sure if you mean "incumbant" or "incumbent".

If you refer to the word "incumbent", it is a term used to refer to a political leader or the holder of a political office who is exiting their office, the word is usually used for elections.

E.g When Barack Obama was elected to be the president of the United States of America, George W Bush would of been the incumbent.
