You can not purchase any phone unlocked from any shop unless the phone is manufactured and retailed to accept all networks. The reason this happens is so that if you purchase a phone from a Vodafone shop and you are on the 02 network, Vodafone will have a discounted price on their phones in order to make their profit of you making phone calls, usually if you want to unlock your phone, the network you purchased it from will make you spend a minimum amount of credit to get it unlocked.
